		<description>Lets face it; every time I read a news article about Kuwait with the M.O.C abbreviation in it I expect bad news, and I&#039;m right on that 95% of the time. 
Isn&#039;t it Ironic that this Ministry which is supposed to have the leadership in government sector in both technology and the quality of service seems to be falling back behind many ministries? It is such a shame that a country as small as Kuwait with an area (or zone if you wish ) as small as South Surra STILL suffers from the lack of Hi-speed Internet because the good &#039;ol M.O.C is a bit afraid of the possibility that maybe ISPs will make some profit and yet didn&#039;t even try to launch its own Internet Service to compete! So there you have it: &quot;I ain&#039;t gonna solve it and I&#039;ll be damned if I let someone else do!&quot;</description>

		<description>Since I&#039;ve known MOC, Nearly all what I observed is bad news. This half Ministry and half company concept is just not doing any good. Whenever they feel they are eaten by competition, new laws are born just to protect them more than protecting the citizen.</description>
